One Punggol, among the new generation of integrated community hubs, has won the Universal Design Excellence Award (UDEA) conferred by the Building and Construction Authority (BCA) in the 2023 edition of its annual awards.
The Punggol Regional Library (PRL) was cited for its theme of inclusivity and spatial strategies for connectivity and mobility, which feature distinctive use of curves and ramp circulation for friendlier and safer circulation for people of all abilities. The space was designed to create a delightfully inclusive experience, where all, including wheelchair users, parents with prams and young children are encouraged to explore and learn. The library’s zoning strategy designated its first storey for infants and children, with a lounge space for parents, along with calm rooms to provide a therapeutic environment.
Envisioned as the ‘Heart of Punggol’, the architectural scheme expresses community togetherness. The building massing, articulated as two interlocking volumes – a four-storey curve and a six-storey rectangular box – addresses the site profile and programme requirements.
With a rich variety of facilities and services located within a single development to serve a comprehensive spectrum of users, One Punggol functions like a village square where all can gather, bond, interact and learn; fostering a harmonious, united and resilient community.
The BCA Universal Design Excellence Award (UDEA) recognises exemplary projects, developers and architects for their pursuit of Universal Design (UD) and implementation in their projects, and innovations in user-friendly designs, in an effort to encourage UD strategies across the built environment industry.
